# Source note: From permits to keys Checked October 18, 2026. Original independent supporter-site opinion/analysis; not an official party publication. Routine public-policy item selected for automatic publication. One federal article only; provincial road-resilience companion remains local. ## Source-to-claim record 1. Conservative Party of Canada, “Liberal Promises Are Up, Housing Starts Are Down,” October 16, 2026. https://www.conservative.ca/liberal-promises-are-up-housing-starts-are-down/ Party-controlled primary source for Scott Aitchison's statement and proposed GST elimination on all new homes under $1.3 million, development-charge reduction by half and red-tape reduction. These are proposals, not enacted changes or independently demonstrated savings. The article does not repeat attacks on personal motives or assume federal responsibility for every construction outcome. 2. CMHC, “Housing starts and construction data for September 2026,” October 16, 2026. https://www.cmhc-schl.gc.ca/media-newsroom/news-releases/2026/housing-starts-construction-data-september-2026 Official source: 19,984 September actual starts in centres of 10,000+ population, down 11% year-over-year; 170,964 January–September actual starts in those centres, down 4%; all-area monthly SAAR 248,896, up 3% versus August; six-month all-area trend virtually flat; Vancouver six-month trend up 6%. Construction-indicators table covers centres of 50,000+: 143,929 approved units awaiting a start. Do not conflate geographic universes, annualized pace with actual annual totals, year-over-year with month-over-month changes, or starts with completions. Approved permits are not evidence that every project is blocked by government. Positive indicators are included alongside declines. 3. CMHC, “Ask an Expert discusses why housing starts matter,” August 18, 2025. https://www.cmhc-schl.gc.ca/observer/2025/ask-expert-discusses-housing-starts-matter Official methodology explanation: “concrete has been poured and the foundation is completed”; large projects may reflect decisions made one to two years earlier. Financing, labour, materials, approvals and permits can affect timing. Historical examples in the 2025 page are not used as current data. No forecast or claim that a particular policy caused September's results. 4. Canada Revenue Agency, “First-time buyers can save more on new homes – the First-time home buyers’ GST/HST rebate is available now!”, visible body date March 17, 2026. https://www.canada.ca/en/revenue-agency/news/newsroom/tax-tips/tax-tips-2026/first-time-buyers-can-save-more-on-new-homes-the-first-time-home-buyers-gst-hst-rebate-is-available-now.html Official baseline: applications already accepted; full or partial GST/federal HST rebate for eligible buyers of qualifying newly constructed or substantially renovated homes. Article does not imply universal eligibility or provide individualized tax advice. Existing assistance is acknowledged so the CPC proposal is not compared with a false no-relief baseline. ## Editorial analysis and unresolved questions The implementation sequence, infrastructure funding questions and local scorecard are editorial recommendations, not party-promised reporting systems. No independently verified costing or guaranteed effect on prices is offered. A permitted project need not be immediately financeable or construction-ready. ## Selection and duplicate check The scan's housing headline led to the CPC newsroom and then its linked CMHC release. October 17 Great Lakes, October 16 Massey and October 13 Detroit articles were excluded as duplicates. September 24 housing coverage concerned 2024 Canadian Housing Survey household-budget pressures; today's fresh September 2026 construction release supports a different approvals-to-starts-to-completions angle. The Elevate Report/Jasmin Laine clips were considered as leads only; no video was transcribed or factual claim imported from them. No election-date or poll claims were needed. ## Provincial companion The October 17 BC Conservative 201 Forest Service Road funding pledge was verified against its official release, with provincial general resource-road standards as context. Party claims about individual rescues and RCMP remarks were not independently verified and are excluded. The draft does not recommend the route for travel or establish current access/safety. Its sources are listed in the local companion draft; it is not part of the public upload. ## Access and audit Direct Python requests were blocked on CMHC and did not complete the initial multi-source run. Full curl retrieval subsequently returned HTTP 200 and recovered substantive source HTML for all six federal/provincial source pages. Initial BC extraction was fragmentary, so full HTML was used. Evidence HTML, readable text, hashes and access times are retained locally in the dated evidence manifest. The referenced automation/editorial-rules.md file was absent; supplied instructions, existing site disclaimer and daily-publishing skill governed the run. Deployment is targeted to the article, public source note/caption and discovery files only, after exact live-baseline backups. No social account posting is authorized by the caption file.
